This matters more in Texas than in most states. The Texas Department of Licensing and Regulation issues separate credentials for mold assessment and mold remediation, and with limited exceptions the same company is not permitted to both assess and remediate the same property.
The reasoning is straightforward: an assessor paid to find mold, who then profits from removing it, has an obvious conflict. Texas wrote the separation into law rather than trusting companies to manage it themselves.
